Bot avatars appear on Google Meet again

A bot's avatar image had stopped rendering on Google Meet — the camera failed silently as the bot started, so it joined with no image at all. This release also makes bots noticeably less likely to be flagged by Meet.
Improvements
- Google Meet bots are flagged less often. Networks that start getting bots flagged are now avoided within about 48 hours, rather than being masked for days by a longer average.
- Bots present a consistent environment to the meeting platform, closing two signals that marked them as automated.
Bug Fixes
- A bot's
bot_imageappears on its video tile in Google Meet again. Bots had been joining with no avatar, whether one image was supplied or several.
