Zoom browser bots get their own capacity

Zoom browser recording is heavier than Google Meet and Microsoft Teams recording, and was competing with them for the same capacity. It now runs on capacity of its own, which keeps recordings smooth on both sides. Nothing changes in the API.
Improvements
- Zoom browser recordings and Meet/Teams recordings no longer compete for the same capacity, so a burst of Zoom meetings no longer degrades recordings on the other platforms.
